Land expropriation – The hidden danger of climate change response in Mozambique

This paper sets out why land expropriation is a hidden danger of the response to climate change; that not adequately captured in legislation and risks disproportionately affecting poor. Measures mitigate impacts change are often dependent on states’ access land. The legal mechanism through which states can obtain rights over expropriation, but fair process depends number structural conditions (partly or completely) lacking many countries: effective recognition people’s rights; legally detailed adequate administrative capacity implement it; respect for rule law justice affected populations. Climate exacerbates problems have with their processes: it brings new more complex questions about limits expropriation; provokes urgent expropriations; poorest people. Based analysis empirical research, this looks into case Mozambique aftermath Cyclone Idai show how issues related Mozambicans, also citizens other countries similar situations.
